War, neoliberalism and shifting hierarchies of care in (post)war Ukraine

In June 2025, CareOrg team member Oksana Dutchak took part in the round table “Towards feminist (post)-war reconstruction: circuits of violence, war economies and socio-economic inequalities in the region(s)” within the annual RUTA conference. It was the second conference of the RUTA network, organized in Carpathian Mountains in Ukraine, under the title “Imagination: New Visions and Connections”.

During the panel, Oksana Dutchak, Nina Potarska, Míla O'Sullivan, Elisabeth Prügl and Agnieszka Fal-Dutra Santos presented how neoliberal recovery approaches have been applied in various contexts across the RUTA region(s), and discussed alternatives that would take socio-economic inequalities more seriously, using the recovery moment as an opportunity to re-shape normative orders that underpin both violence and inequality.

In her presentation, Oksana Dutchak explored how Russia’s full-scale invasion of Ukraine since February 2022, as well as both national and international policies to deal with the impact of the war, have surely influenced the spaces and networks of social reproduction, both in Ukraine and in refuge. She reflected on the role of the informal networks in stitch together the gaps created by destruction and displacement, both before and after the full-scale invasion, especially in the most neglected spheres of care, like senior care.
